October 2021

President's Message

The Work Never Ends!

Over the past few weeks, I’ve had the privilege of speaking with many of our seasoned League members about the work and activism they have participated in over the years. It’s often disheartening to hear that much of the work we to do today is very similar to the work they did in the days of their youth.

Our founders fought for women to have the right to vote which was very much born out of concerns regarding education, housing, healthcare, and the work to eradicate the world of cruelty and injustice. As we look around our state and nation today, we see the need to continue their work by registering citizens to vote and then providing education about voting dates, locations, and voting guidelines and restrictions.

I have enjoyed listening to the stories of our League members who took part in the civil rights work in our state to see all eligible citizens able to register to vote and then not only cast their vote but also run for elected seats of government. And today, our Leagues across the nation have been working diligently to create awareness and engage members and the greater community about the need to pass the Freedom to Vote Act, S2747, the John Lewis Voting Rights Advancement Act, H.R. 4, and For the People Act protecting the right to vote, expanding voter registration, and voting access. For more information on these bills and the League’s position, go to: https://www.lwv.org/voting-rights.

And, I have listened in awe of those who worked locally in the 1960’s and 1970’s to provide services and support to women in need of reproductive rights and abortion services that were not available in the local community. These same women met with local representatives, marched in the local community and in our capitol and fought for the reproductive rights we have today which are once again under attack.

This past week, House Representative Webster Barnaby, District 27 filed HB 167 which “Requires physician to conduct test for, & inform woman seeking abortion of, presence of detectable fetal heartbeat; prohibits physician from performing or inducing abortion if fetal heartbeat is detected or if physician fails to conduct test to detect fetal heartbeat; provides exceptions; authorizes private civil cause of action for certain violations; provides for civil remedies & damages.” We encourage our members to support the Women's Health Protection Act that would guarantee a pregnant person's right to access an abortion on a national level and to oppose HB 167 here in Florida.

The dates on our calendar have changed since the 1960s but too often, there are those in our community and elected positions of government who aren’t comfortable with change and seek to go back to the “good old days.” In many instances, those days were only good for a small portion of our society and not good for too many, mainly women and minorities. The “good old days” did not include equality, voting rights, affordable safe healthcare, quality education for all, a clean environment with renewable energy, a livable wage, safe working environments, safe affordable housing, and too many other issues that we continue to work towards today.

If you have been hesitant to contribute your time and talent to our local or state League, I would encourage you to find an issue that you are passionate about and get connected to the work. Creating a more perfect democracy requires the work of many and we cannot do it without you.

Please continue to practice COVID health and safety protocols, seek out information regarding vaccination options available to us and maintain awareness about testing sites, symptoms, and treatments.

Committee Work

Members should have received an email inviting you to join one of our committees that will allow us to begin the work laid out in our Local Program. It is important that members take part in at least one committee to accomplish those things we established as priorities for our chapter but also in support of our community. If you have questions about any of the committees, you may contact the Committee Chair or Co-Chair for more information.

If you did not receive an email, please log into Club Express and select “Committees” to view them and sign up.

Bylaws Committee Membership

Each year prior to our annual meeting we establish a Bylaws Committee entrusted with reviewing our bylaws and making recommended changes. If you are interested in serving on this committee, please email Lanelle at lwvjaxfc@gmail.com to be notified of our upcoming meeting.

Local County Redistricting

As you know, the census data was delivered to local city council and commissioners August 12, which began the redistricting process. While many focus on the statewide redistricting committee assignments and map drawing in the senate and house, it is equally important that we pay attention to the process at the local level. If you have not already attended or listened to the recordings of the redistricting meetings for your county, we encourage you to do so. Attendees are encouraged to share their thoughts and observations with our chapter at lwvjaxfc@gmail.com.

You can find county redistricting information and meeting schedules at the links provided below:

Communications in Preparation of Legislative Session

If you have not yet subscribed to the League of Women Voters of Florida communications, you may be missing out on valuable information and opportunities. The state frequently sends out notices about League work, positions and opportunities that do not come through the local chapter.

If you are interested in receiving communications from LWVFL, send an email to communications@lwvfl.org request to be added to their League communications or provide your email address in the “sign up” section at the bottom of the Issues page. As legislative session draws near, there will be position announcements, action alerts, and opportunities to get involved in what is taking place in state’s capitol.

You might also consider visiting or subscribing to alerts for specific bill topics at:
https://www.flsenate.gov/Session/Bills/2022
https://www.myfloridahouse.gov/Sections/Bills/bills.aspx

A quick visit to the site will reveal that a number of bills have already been filed for the 2022 legislative session and are being heard in committee. It is important to communicate with your local legislator about support or opposition to bills that have the potential to help or harm our community and state.

If you are not sure about the League of Women Voters of Florida’s position on a bill, you can check our website at https://lwvfl.org/issues/.

How You Can Restore Fairness for Solar in Jacksonville

Several years ago, Jacksonville’s municipally owned utility, JEA, abruptly ended its net metering program. Net metering is a billing method to account for the electricity solar owners generate. It ensures they earn fair credit for the electricity they produce and share with their neighbors.

We took JEA to court to fight this unfair change. Last week, the Florida Court of Appeals dismissed our case. The court did not rule on the merit of our claim, that JEA’s decision to end net metering violates Florida’s law. Rather, the court said we did not have standing to file the suit. Essentially, the court said we weren’t the appropriate party to bring the case against JEA.

This means the fight isn't over. We’re still reviewing the decision and looking into additional legal avenues.

The courts are not the only way we can bring back net metering. The Jacksonville City Council has authority over JEA. Contact your council members. Tell them to press JEA to restore net metering. If you have solar, tell your council members how it has benefited you and your family. If you don’t have solar, explain why a lack of net metering is an unfair barrier. Contact Your City Council Members

Due to the changes to election law with the passage of SB 90 the Florida League has a new Voter Registration Certification test which must be completed by all members who participate in registering voter. If you have taken the test please join our Voter Registration Committee on our website, lwvjaxfc.org. New events will be announced by email to all committee members.

If you have any questions about taking the Voter Registration Certification test please email Dianne Main at lwvjaxfcvote@gmail.com.
