President’s Message

Legislative Call to Action (STILL)
The 2026 Florida Legislative Session adjourned on March 13 without fulfilling its constitutional duty to pass a state budget—its second consecutive year failing to do so. While media coverage has focused on personality conflicts among lawmakers, Floridians need representatives who prioritize the state’s real challenges.
 
A special session will be held to address the budget, and additional sessions are expected on the property tax ballot initiative and mid‑decade redistricting (gerrymandering). As April brings holidays and observances, we encourage members to stay engaged and contact their legislators to share the League’s position on gerrymandering.
 
LWVFL is partnering with organizations to provide transportation to Tallahassee for the redistricting special session scheduled for April 20–24. Watch your email for details. If you are not subscribed to LWVFL communications, email comms@lwvfl.org to be added to the distribution list. We are also collecting “Say No to Mid‑Decade Redistricting” postcards from Northeast Florida constituents, which will be delivered during the session.
Several House and Senate seats will be on the August ballot. Continue building relationships with your elected officials, attend candidate events, follow them on social media, and engage on the issues. When election season arrives, vote—and bring others with you.
 
If you are able, consider becoming a trained election worker by contacting your County Supervisor of Elections soon. Those interested in Election Protection efforts should sign up for training when available and volunteer for Logic & Accuracy testing, canvassing board observation, or polling‑site monitoring.
 
The League remains committed to free and fair elections, and that commitment depends on the active participation of voters across Florida and especially League members just like YOU!

Movies That Matter 2
Movies that Matter - Coming in April
Come watch a movie with us! And bring a friend. The April movie is one we had to reschedule from March. "A Force More Powerful" is about non-violent resistance in the 20th Century.
 
We’ll follow with a discussion and post carding to our U.S. legislators about ICE, the SAVE America Act or another timely topic. We’ll bring talking points for the post cards. Finger food will be provided.

Your League Shows Up at the No Kings Rally!
On a blustery day at the Duval County Courthouse, your League made its voice heard at the Jacksonville No Kings Rally — wind and all!
 
Our dedicated volunteers kept a firm grip on tabling materials while encouraging rally attendees to take action against mid-decade redistricting by filling out postcards destined for state representatives in Tallahassee.
 
A heartfelt thank-you to our rockstar volunteers — Elizabeth, Nancy, Shari, Jacqueline, and Emily — whose energy and commitment made the day a success. The postcards they collected will send a clear message to our legislators: constituents are watching and they oppose redistricting efforts that undermine fair representation.
 
Stay tuned for updates as those postcards make their way to the Capitol!

The Link Between Florida Driver License/Identification Card and Voting
As I write this, the Election Integrity bill (HB 991/SB 1334) has just been passed by both the Florida House and the Senate. It will become law unless the Governor were to veto the bill. In the meantime, let’s look at the current and potential relationship between your Florida Driver License/Identification Card (DL/ID) and voting.
 
Your Florida DL/ID is a REAL ID!
“The REAL ID Act became effective nationwide on May 11, 2008. Florida began issuing REAL ID compliant credentials after January 1, 2010. The new credentials have a star in the upper right corner of the card . . . Florida is a REAL ID compliant state and all Florida licenses should be accepted nationwide.” As of May 2025, over 99% of Florida DLs/IDs were REAL ID compliant! Let me repeat – only REAL IDs are issued in Florida. There are no other types of DL/ID cards.
 
Obtaining Your REAL ID
What you likely don’t remember is what you had to do to obtain your REAL ID. If you were a U.S. citizen, you had to bring a primary form of identification – e.g., birth certificate, passport, etc. – the same items that will be required if HB 991/SB 1334 becomes law. If you were a person who had changed their last name from the one on your birth certificate, then you had to bring documentation of that name change – e.g., a marriage certificate. Again, the same documents as required by these bills. If you were not a U.S. citizen, you had to bring other primary form of identification, depending on whether you were an immigrant, non-immigrant, or Canadian. Everyone, whether a U.S. citizen or not, also had to bring: proof of social security and proof of residential address; the latter required two different documents to prove. Now, is it coming back as to what a hassle it was the first time you did this, unless, of course, you had a U.S. passport. With a U.S. passport, you could do a happy dance, as you didn’t have to produce those hard-to-find documents, such as birth and marriage certificates. You had already done that in order to obtain your passport!
 
FLHSMV has your legal status on file! Therefore, if you possess a Florida DL/ID, Florida Highway Safety and Motor Vehicles (FLHSMV) already has in their (hopefully secure) database your legal status. They already know if you are a U.S. citizen or not. Theoretically, that means the Supervisors of Elections (SOE) can easily “ping” the FLHSMV database to determine if you are, in fact, a U.S. citizen and eligible to register to vote and then vote, as would be required under HB 991/SB 1334. Easy peasy!

Voter Registration News
Florida's version of the SAVE Act: HB991/SB1334 passed on a party line vote. It has not been signed by Governor DeSantis, but there is little doubt that it will be. It will not impact the 2026 midterm elections.
 
We have had 4 Voter Registration events in March, UNF, FSCJ South Campus, Sabal Palms Apt. block party and No Kings Rally. We have been able to answer a lot of questions and we are encouraging people to obtain a Florida ID if they don't have a Florida Driver's License. We are also encouraging Online Registration, as that requires both FL. Driver's License#/FL ID # and Social Security #. Look for Volunteering Opportunities under the Members Tab.

Education Committee
Let our Education Committee Chair know you're a member of our chapter when you contact her (lwv.jax.education@gmail.com) about these opportunities:
  • Join our Duval google group so you’ll receive summaries of the Duval County Public School board meetings and action alerts for education bills.
  • Volunteer to lead an education subcommittee for Nassau, Clay, or St. Johns.
  • Volunteer for the LWV-Florida Education Action Team subcommittee focused on higher education
Issues for Action (specific to our local chapter):
  • Host a forum or meet and greet for 2026 school board elections coordinated with an “all registered voters can VOTE in the school board elections” campaign.
  • Partner with the PTAs to hand out postcards reminding all parents of public-school students to vote and to come to our meet the school board candidates.
  • Keep members and the public apprised of what our school board and legislators are doing that affects our public schools.

Scenic Jacksonville Downtown River Taxi Tour
Board members recently took to the St. Johns River aboard a water taxi for a tour hosted by Scenic Jacksonville and the Jacksonville Riverfront Alliance, highlighting development projects along the riverfront. Seeing Jacksonville's growth from the water was both informative and timely given all of the current and planned developments — and a great reminder of why protecting and thoughtfully developing this community treasure matters. Thank you to both organizations for their advocacy on behalf of all residents, and to the Late Bloomers Garden Club Civic Committee for the snacks! Stay tuned as we hope to arrange a similar tour for all our members in the near future.

Save the Date for Our Annual Business Meeting
Each year our League hosts an Annual Business Meeting where we conduct the business of our chapter with our members.  This year, our meeting will be held Wednesday June 3, 2026 at noon via Zoom. Keep an eye out for an invitation which will be for members only and will provide an advance copy of all items that will be reviewed and voted on as well as the registration link for the meeting.
 
The Annual Business Meeting requires a quorum of League members to elect board members, adopt the budget, and approves any updates to our bylaws. A quorum means 20% of our membership so it is important that you register and attend the Annual Business Meeting. We are also in the practice of having our members of the board phone all members to remind you of the meeting, ask you to review the provided documents and register for the meeting.
 
We hope you will mark your calendar and join us.

Forbidden Florida Reads
Izzy Miletic is a junior Economics and Literature student at Florida State University. She is a board member of the League of Women Voters of Tallahassee, where she began publishing Forbidden Florida Reads. Forbidden Florida Reads is Izzy’s original monthly column that highlights a book banned in at least one Florida school district. Izzy is passionate about books and educational policy making. She hopes to attend law school and earn her Masters in Library and Information Science.
