Mr. Phillips began working for the Supervisor of Elections part-time in 1991 in the voting machine warehouse. He was hired full time in 1992 and appointed by Tommie Bell in 1998. He has since worked for 4 other SoE’s, John Stafford, Bill Scheu, Jerry Holland, and now Mike Hogan. Mr. Phillips was appointed Chief Elections Officer by Mr. Hogan in 2015. He has completed all the course hours to become a National Certified Elections Record Analyst as well as a Master Florida Certified Elections Professional, and provides statewide training to other Florida election officials.
Mr. Phillips was born and raised in Jacksonville FL and attended Bishop Kenny high school. He has been married to Amy for 27 years and they have four children: Rachel, Rebecca, Christian, and Emily.
